Background:

The Devon Cricket Discipline Group (DCDG) has been formed to assist those organisations affiliated to the Devon Cricket Board, with the management of disciplinary matters.

Devon Cricket has endeavoured to approach and include all those agencies which provide cricket within the County, so that a single, simple process is available to all affiliated members regarding the management of cricket disciplinary matters - be they regarding the Laws of Cricket, Match Regulation or behavioural issues related to cricket matches.

There is a well-established Disciplinary Procedure currently used by the Devon Cricket League (as published in its Handbook) which has been adopted by the DCDG and will extend to the other constituent members.

These Disciplinary Regulations and Procedures include the Code of Conduct and Spirit of Cricket and cover the Reporting Procedure, Disciplinary Hearing and penalty tariffs that apply.

Method:

The Group will consider all types of complaints.

If for example an incident occurs during a match, the umpires should, together, submit the Umpires Discipline Report Form to the Executive responsible for the match.

It is then for their Executive to decide whether or not to request support from the DCDG.

To continue the process the Executive should contact the Secretary of the DCDG and request that the DCDG should take the matter forward.

In conjunction with the DCDG Chairman, the DCDG Secretary will:

Propose an applicable charge.

Arrange a suitable Disciplinary Panel Chairman.

Invite the Executive of the group requesting DCDG support to nominate an officer to be a Disciplinary Panel member.

Prepare and distribute the necessary documentation

Arrange a suitable venue (in the area relevant to the league or group and date for the hearing.

Act as secretary for the Disciplinary Hearing.

Should the subject of the hearing be a young person 18 years of age or younger, the County Welfare Officer, or his appointed deputy, will attend the hearing to offer advice.

Once the hearing panel has reached its decision and the appropriate people informed, the DCDG Secretary shall be responsible for confirming the decision in writing to the relevant parties. All affiliated cricket leagues and groups will be advised of any disciplinary action taken and this information will also be posted on the Devon Cricket website.

All playing bans will apply county-wide and other Counties will also be informed.
