1.0          Association Officers

Chairman, Secretary/League Co-ordinator, Treasurer, Club Welfare Officer, Result Secretary

District Coordinator (Coaches), District Coordinator (Players), Clubs’ Representative.

2.0     Annual General, Pre-season & Committee Meetings 

2.1       Clubs wishing to participate in any of the following season’s competitions must have a representative in attendance at the AGM and Pre-Season Meeting. Any club not represented at the meeting will be deducted 2pts per team entered in the U9, U10 U11, U12, U13 and U15 for each offence. i.e If a Club fails to attend the AGM each team entered will start the following season on  -2. If they then fail to attend the pre-season meeting they will be deducted a further 2 pts and will start the season on -4 respectively.

2.2       Committee Meetings

The committee will meet on (or a close as possible to) the last Thursday of May, June and July and then on the 1st Thursday in September if required, throughout the season

2.3       Winter committee meeting will be arranged as and when necessary

2.4       The committee will act on the interests of the League and all its members and will follow the League Rules in determining rulings. However if the League rule is unclear or ambiguous and the actions of club cannot are not covered in these rules then the committee has the right to manage and establish a precedent in the interests of fair play, welfare and the spirit of cricket.  Any decision made by the committee will be final.

2.5       All meetings will be posted and called in line with the constitution.

3.0       Entrance Fees

3.1       The registration fee payable by each team will be set at the previous year’s AGM

3.2       The Treasurer will issue each Club a registration invoice, payable by 30th April

4.0       Team Management

4.1       All Clubs should have one nominated official for their Youth Teams with whom the Association Committee can communicate. This person should be nominated to the Secretary by April 1st. 

4.2       All Clubs should endeavour to ensure their officials involved in the League, i.e. Team Manager, Coach, Umpire and Scorer, have been CRB checked within the past 3 years.   There will occasionally be exceptional circumstances where requirements might need to be waived. In this instance all parties to the match need to be aware of the circumstances and be mindful of their changed responsibilities and duty of care. This applies to Team Managers, Coaches, Umpires and Scorers, all who have the right to report the instance to the Association and also record the matter on the Results Sheet.

4.3       Each team shall provide a Manager (Responsible Person) who shall take responsibility for the players and their welfare at every NDYCA organised event, festival or league match. The responsible person must introduce themselves prior to the start of the match to the opposition. Failure to provide a manager will result in all points being awarded to the opposition. It is recommended by the LMC that if a team arrives without a responsible person then the match is not played under welfare grounds.

5.0       Player Eligibility and Registration

5.1       Eligibility (See also addendum for District/County Eligibility)

5.1.1    Male players must be under the age of the specified age group by 1st September of the previous year.

5.1.2   Female Players are allowed to play down on the following basis:

  • If a female player has played for her County at u13 in the current summer season then the player would not be allowed to play down by year group.
  • If a female player has played for her District but not the county at her age group in that season then the player would be allowed to play down by 1 year.
  • If a female player has only played for her club at her age group in that season then the player would be allowed to play down by 2 years.  
  • Female County players at U14, U15, U16 can play down one year. U17 ladies can play down 2 years. 
  • NB – This does NOT apply to cup matches where girls-as the boys- may only play in their own age group!!!

Note: This is a local and not a county or national rule.  Clubs may be subject to different eligibility conditions when competing in county and national competitions and should take advice from these bodies before selecting sides.

5.1.3    A player may only play for one club in one youth league in Devon in any given season. This is the responsibility of each club to manage their players and ensure they do not play for more than one club. If a breach is found, no points will be awarded to the offending team and the opposition will be awarded the match and maximum points in all cases.

5.1.4    All players must be resident in the UK to be permitted to participate in the North Devon Youth League. (A special application may be made to the committee for cricketers resident in the UK for a full academic year OR in other extenuating circumstances)

6.0       Fixtures

6.1       All fixtures should be submitted to the Results Secretary by 15th March.

6.2       Matches must be played on the date agreed unless any of the following circumstances apply:

6.21        A revised date is agreed by both Clubs’ Nominated Contact and submitted to the League Secretary 7 days before the date of the original fixture.

6.22        Adverse weather or ground conditions. Matches can only be postponed because of adverse weather or ground conditions within 24 hours of the scheduled start time

6.23        A request for postponement due to exceptional circumstances is brought to the (League Secretary with the mutual consent of both clubs and agreed by the Secretary and Chairman.) Examples include, the home Club’s ground becomes unavailable for the fixture to take place, e.g. County or National Youth Cricket competition match or a Senior Cup Match.

6.3       If a match fails to take place on the agreed date for any reason other than those started in      the rule 6.2, the team responsible for calling off the match will receive zero points, and their opposition will receive maximum points. In this instance ‘agreed date’ means either the date agreed or the revised date resulting from circumstances outlined in rule 6.2.

6.4       If for any reason a fixture is not played on the agreed fixture date, the home manager must inform the Results Secretary within 48 hours, by any means available, giving reasons.

6.5       Every effort should be made to replay a fixture postponed due to adverse weather or ground conditions, the following procedure should be adopted by the home side:

6.5.1    Within 7 days of the postponement, the home team must offer two further dates on which the fixture may be played.

6.5.2    If these dates are unacceptable to the away team due to clashes in other Junior fixtures then a further date must be offered.

6.5.3    If the Away side still cannot agree a date, the Home side must inform the League Secretary with 14 days of the postponement.

6.5.4 The League Secretary will agenda the item at the next committee meeting, gather all evidence from both parties to establish an outcome. This may consist of:

6.5.41    The match is abandoned points 2 points will be awarded to each team

6.5.42    4 Points awarded to the home team.

6.5.43    4 Points awarded to the away team.

6.5.44    The match being arranged by the league on a neutral ground with the date determined by the league.

6.6       Clubs shall complete all their League matches by 21st August each year.

7.0       Match Rules

7.1       General Rules

7.1.1    Apart from the exceptions and additions described in various sections, the current Laws of Cricket apply, along with all ECB legislation and recommendations applicable to Youth Cricket. This includes ball dimensions, helmet usage, field placing and fast bowling directives. Note: all age-related legislation/directives refer to the age of the player, not the age limit of the competition.

7.1.2    Wide Ball (Law 25) – Judging a Wide. Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law. As a guide, if it passes either side of the wicket sufficiently wide to make it virtually impossible for the striker to play a ‘normal cricket stroke’ both from where he/she is standing at the crease and from where he should normally be standing at the crease, the Umpire should call and signal ‘wide’.

7.1.3  Waist High Deliveries

7.1.31 Waist High Deliveries U9 & U10 Softball

Any delivery that is deemed by the umpire, that passes or would have passed, without pitching, above the waist height of the striker standing upright at the popping crease shall be called a No Ball.

7.1.32  Waist High Deliveries U11 & U13

Any delivery that is deemed by the umpire, that passes or would have passed, without pitching, above the waist height of the striker standing upright at the popping crease shall be called a No Ball and if in the umpire’s opinion, the batsman is in danger, when the ball is dead, the bowler shall be given a warning, after three such warnings the player shall be removed from the attack.

7.1.33    Waist High Deliveries U15

MCC Laws 41.7 Applies: In principle any bowler who in the opinion of the umpire delivers a ball that passes or would have passed without pitching, above the waist height of the striker standing upright at the popping crease shall be called a No Ball. When the ball is dead, the bowler shall be given a warning, after two such warnings the player shall be removed from the attack.

7.1.4    Umpires must be at least 16 years of age, appropriately dressed and only subject to extreme climatic conditions should always wear an Umpires white coat.  Umpires must have a good working knowledge of the Laws of Cricket, and also be aware of the specific laws/directives relating to fielding proximities to the bat and also the League rules relating to Wides (see 7.1.2) and Waist High Deliveries 7.1.3

7.1.5    All teams should provide a scorer not involved in the game.

8.0 / 9.0 / 10.0 / 11.0 / 12.0        Match Rules U9, U10, U11, U13 & U15

Overview- The new match rules, pitch sizes and playing formats are broadly in line with the ECB Junior Playing Proposals.

Ideally, morning games must start at 10.00am and evening games at 6.00pm.   Managers should ensure evening games are completed promptly and ideally no later than 8pm for the U9 and U10s

8.1 Match Rules for Under 9 Softball Matches

8.1.0      The primary goal of Under 9 cricket is to boost participation amongst our youngest players and to enable them to enjoy competition in a fun, friendly and safe environment.

8.1.1      The Under 9 category covers all players who are in school year 4 or below.  However, managers may play Year 5 cricketers if these players are considered beginners and not yet ready to play at their level. A team may also play year 6 children if the individual/s has specific learning needs or suffers with a disability and if the opposition manager agrees with a minimum 48 hours’ notice prior to the match.  Refer to 5.0 & 15.1.2/3 for further guidance.

8.1.2      The team will consist of 8 players.

8.1.3      Matches will be played with a softball supplied by the league. The home side is responsible for providing a suitable replacement/s, if necessary.

8.1.4      Clubs shall play on a 15-yard pitch, with the boundaries no greater than 30 yards, clubs should adhere to the junior stump dimensions in the Laws of Cricket.

8.1.5      The match duration is 32 Overs with 16 overs per innings.

8.1.6      The batting side is divided into pairs. Each pair bats for 4 overs. Pairs change at the end of the 4th, 8th, and the 12th overs.

8.1.7      Batsmen have unlimited ‘lives’ but each ‘life’ results in a deduction of 5 runs from the total except where they are run out where the penalty will be a deduction of 3 runs. No batsman who is out for any reason shall face the next ball.

8.1.8      The fielding team must use a minimum of 6 bowlers with each bowler limited to a maximum of 3 overs, provided this does not violate the ECB Fast Bowling Directives.

8.1.9      Each team commences its innings with a score of 100 runs.

8.1.10    The winning team is the side scoring the higher number of runs after deductions for the fall of wickets. In the event of the scores of each team being equal after deductions for the fall of wickets, the match is tied.

8.1.11    The penalty for a wide or no-ball is 2 runs in all overs including the last. No extra ball is bowled, except in the last over of each innings.

8.1.12    No fielder is permitted within 10 yards of the batsman on strike.

9.1   Match Rules for Under 10 Softball Matches

9.1.0      The primary goal of Under 10 cricket is to boost participation amongst our youngest players and to enable them to enjoy competition in a fun, friendly and safe environment.

9.1.1      The Under 10 category covers all players who are in school year 5 or below.  However, managers may play Year 6 cricketers if these players are considered beginners and not yet ready to play at their level. A team may also play year 7 children if the individual/s have specific learning needs or suffers with a disability and if the opposition manager agrees with a minimum 48 hours’ notice prior to the match. Refer to 5.0 & 15.1.2/3 for further guidance.

9.1.2      The team will consist of 8 players.

9.1.3      Matches will be played with a softball supplied by the league. The home side is responsible for providing a suitable replacement/s, if necessary.

9.1.4      Clubs shall play on a 17-yard pitch and use the appropriate junior stump dimensions. The boundaries shall be no more than 40 yards

9.1.5      The match duration is 32 Overs, 16 overs per innings.

9.1.6      The normal laws of cricket apply with the following exceptions:

9.1.61    Batsmen have Two ‘lives’. No Batsman will face the next ball following a lost “Life”.

9.1.62    A batsman will retire when their score reaches or exceeds 15.See 13.1

9.1.63    A batsman will be out if he or she plays out a maiden over i.e loses a life. Definition of a Maiden: No runs scored off the bat or extras attributed to the bowler. To assist if a bye is run there will be no loss of a wicket

9.1.64    The fielding team must use a minimum of 6 bowlers with each bowler limited to a maximum of 3 overs, provided this does not violate the ECB Fast Bowling Directives.

9.1.7      The winning team is the side scoring the higher number of runs. In the event of the scores of each team being equal the match is tied.

9.1.8      The penalty for a wide or no-ball is 2 runs in all overs including the last. No extra ball is bowled, except in the last over of each innings.

9.1.9      No fielder is permitted within 10 yards of the batsman on strike.

10.1 Under 11 Hard Ball Rules

10.1.0    The primary goal of Under 11 cricket is to boost participation amongst our youngest players and to enable them to enjoy competition in a fun, friendly and safe environment.

10.1.1    The Under 11 category covers all players who are in school year 6 or below.  However, managers may play Year 7 cricketers if these players are considered beginners and not yet ready to play at their level. A team may also play year 8 children if the individual/s have specific learning needs or suffers with a disability and if the opposition manager agrees with a minimum 48 hours’ notice prior to the match. Refer to 5.0 & 15.1.2/3 for further guidance.

10.1.2    The team will consist of 8 players.

10.1.3    Matches will be played with a hard ball 4.75 Oz’s type. The home side is responsible for providing a suitable ball and replacements, if necessary.

10.1.4    Clubs shall play on a 17-yard pitch and use the appropriate junior stump dimensions. The boundaries shall be no more than 45 yards

10.1.5    The match duration is 40 overs with 20 overs per innings. This may be reduced equally by agreement between both team managers before the start of play. The minimum duration of match shall be 20 Overs with 10 overs per innings. A result is determined when all balls have been delivered or the target runs passed. If the match cannot be completed in full the match will be abandoned.

10.1.6    Bowlers may bowl up to 4 overs, provided this does not violate the ECB Fast Bowling Directives. Note: if the match is reduced from 20 overs, the maximum number of overs a bowler can bowl must also be reduced on a pro-rata basis as detailed below:

i.e 19 Overs- 5 Bowlers of which 4 can bowl a maximum of 4 overs and 1 bowler will bowl 3 overs.

18 Overs-  5 Bowlers of which 3 can bowl a maximum of 4 overs and 2 bowlers will bowl 3 overs.

17 Overs – 5 Bowlers of which 2 can bowl a maximum of 4 overs and 3 bowlers will bowl 3 overs.

16 Overs- 5 Bowlers of which 1 can bowl a maximum of 4 overs and 4 bowlers will bowl 3 overs.

15 Overs- 5 Bowlers of which 5 can bowl a maximum of 3 overs

14 Overs- 5 Bowlers of which 4 can bowl a maximum of 3 overs and 1 bowler will bowl 2 overs

And so on …….

10.1.7   The normal laws of cricket apply with the following exceptions:

11.1.2    The Under 13 category covers all players who are in school year 8 or below.  However, managers may play Year 9 cricketers if these players are not ready to play at their level. A team may also play year 10 children if the individual/s have specific learning needs or suffers with a disability and if the opposition manager agrees with a minimum 48 hours’ notice prior to the match. Refer to 5.0 & 15.1.2/3 for further guidance.

11.1.3    The team will consist of 11 players.

11.1.4    Matches will be played with a hard ball 4.75 Oz’s type. The home side is responsible for providing a suitable ball and replacements, if necessary.

11.1.5    Clubs shall play on a 21-yard pitch and use the appropriate junior stump dimensions. The boundaries shall be no more than 50 yards

11.1.6    The match duration is 40 overs with 20 overs per innings. This may be reduced equally by agreement between both team managers before the start of play. The minimum duration of match shall be 20 Overs with 10 overs per innings. A result is determined when all balls have been delivered or the target runs passed. If the match cannot be completed in full the match will be abandoned.

11.1.7    Bowlers may bowl up to 4 overs, provided this does not violate the ECB Fast Bowling Directives. Note: if the match is reduced from 20 overs, the maximum number of overs a bowler can bowl must also be reduced on a pro-rata basis as detailed below:

i.e. 19 Overs- 5 Bowlers of which 4 can bowl a maximum of 4 overs and 1 bowler will bowl 3 overs.

18 Overs-  5 Bowlers of which 3 can bowl a maximum of 4 overs and 2 bowlers will bowl 3 overs.

17 Overs – 5 Bowlers of which 2 can bowl a maximum of 4 overs and 3 bowlers will bowl 3 overs.

16 Overs- 5 Bowlers of which 1 can bowl a maximum of 4 overs and 4 bowlers will bowl 3 overs.

15 Overs- 5 Bowlers of which 5 can bowl a maximum of 3 overs

14 Overs- 5 Bowlers of which 4 can bowl a maximum of 3 overs and 1 bowler will bowl 2 overs

And so on …….

11.1.10 The penalty for a wide or no-ball is 2 runs in all overs including the last. No extra ball is bowled, except in the last over of each innings.

11.1.11 No fielder is permitted within 10 yards of the batsman on strike.

12.1 Under 15 Hard Ball Rules

12.1.1 The primary goal of Under 15 cricket is to boost participation amongst our players and to enable them to enjoy competition in a fun, friendly and safe environment.

12.1.2    The Under 15 category covers all players who are in school year 10 or below.

12.1.3 The Match will be contested between 11 players per side. Refer to 5.0 for further guidance on eligibility.

12.1.4    Clubs shall play on a 22-yard pitch and use the appropriate adult stump dimensions. The boundaries shall be no more than 55 yards

12.1.5    The home side is responsible for providing a good quality ball, 5.5 Oz’s. It need not be new.

12.1.6    The match duration is 40 overs with 20 overs per innings. This may be reduced equally by agreement between both team managers before the start of play. The minimum duration of match shall be 20 Overs with 10 overs per innings.  A result is determined when all balls have been delivered or the target runs passed. If the match cannot be completed in full the match will be abandoned.

12.1.7    Bowlers may bowl up to 4 overs, provided this does not violate the ECB Fast Bowling Directives. Note: if the match is reduced from 20 overs, the maximum number of overs a bowler can bowl must also be reduced on a pro-rata basis as detailed below.

i.e 19 Overs- 5 Bowlers of which 4 can bowl a maximum of 4 overs and 1 bowler will bowl 3 overs.

18 Overs-  5 Bowlers of which 3 can bowl a maximum of 4 overs and 2 bowlers will bowl 3 overs.

17 Overs – 5 Bowlers of which 2 can bowl a maximum of 4 overs and 3 bowlers will bowl 3 overs.

16 Overs- 5 Bowlers of which 1 can bowl a maximum of 4 overs and 4 bowlers will bowl 3 overs.

15 Overs- 5 Bowlers of which 5 can bowl a maximum of 3 overs

14 Overs- 5 Bowlers of which 4 can bowl a maximum of 3 overs and 1 bowler will bowl 2 overs

And so on …….

12.1.8    A batsman will retire when their score reaches or exceeds 50. See 13.1

12.1.9    The winning team is the side scoring the higher number of runs. In the event of the scores of each team being equal, the match is tied.

12.1.10 The penalty for a wide or no-ball is 2 runs in all overs including the last. No extra ball is bowled, except in the last over of each innings.

12.1.11 No fielder is permitted within 8 yards of the batsman on strike.

 

13.1    Retiring batsmen

13.1.1    Under 10, 11, 13 and U15 batters retire as soon as their score reaches or exceeds 15,20,25 or 50 respectively

13.1.2    A retired batter may return to the crease when all others in his/her team have batted. In the event of more than one batter retiring, they must return to the crease in the order in which they retired.

13.1.3    Returning Batsman at U10 and U11 will only be afforded one “Life”.

13.1.4    If a batter retires for any reason other than medical condition or reaching the retirement score for the age group, he or she is retired out and may not return.

14.0 Match Results and League Points (All Matches and all formats)

14.1.1   A result sheet must be completed in full with all players names whether they batted or not. Failure to complete the result sheet in full will result in zero points being allocated.

14.1.2   4 points will be awarded to the winning team, 2 points to both teams for a tie or 0 points to the losing team.

14.1.3    Every effort should be made to replay postponed fixtures, but if this is not possible, with the agreement of the committee, both teams will be awarded 2 points for the fixture.

14.1.4    If a team fails to honour a fixture, subject to ratification by the committee, 4 points will be awarded to the other side and the fixture shall not be rearranged.

15.1 Clubs entering two teams , overage players & 8 aside at U13 & U15

15.1.1 Clubs are permitted to enter more than one team at any age group, the number of teams being entered must be lodged at the AGM for the forthcoming season.

Before entering two teams; the club should ensure they have sufficient players to honour the fixtures, registration of players to specific teams is not required and the system will be self-policed by the club or team, however teams failing to enter into the spirit of entering two teams by selecting a player for both teams regularly, influencing a result by selection etc will be subject to the sanctions below 16.1.3

 

15.1.2 Clubs Playing over age players.

Teams are permitted to play overage players as detailed, however the NDYCA committee will look dimly at any clubs/teams that play overage players that do not fit the criteria and within the spirit of the game and manipulates matches by either:

  • Regularly playing overage player,
  • or the same player in their teams
  • Manipulate results using older age players

The potential penalties are detailed within 15.1.3

15.1.3 Sanctions

All complaints about eligibility of players should follow the complaints procedure and in the first instance write to the Secretary as detailed.

The NDYCA committee will look dimly at any clubs/teams that do not play within the spirit of the game and manipulates matches by either:

  • Regularly playing the same player in each of their teams
  • Appears to manipulate a result when the two home teams play each other
  • The use of over age players not in the spirit as it was intended.

The list is not exhaustive!

The eligibility of a player/s to be selected in any team will be self-policed by the club, failure to adopt a policy that is fair not only to your own players in your club but also to the opposition and the League Management Committee could result in punitive measures as detailed below:

  • A warning
  • Points deduction to the team/s involved
  • Points deduction to club across all teams entered by that club to the NDYCA,
  • Team/s disqualification
  • Any appropriate sanction the League management committee deem appropriate.

 

15.1.4 Clubs wishing to play an 8 aside team at U13 and/or U15

It has been assumed all clubs entering teams in the U13 and U15 competition will be 11 aside, however should a club wish enter either the U13 or U15 competition with an 8 aside team this will be permitted on the proviso:

  • All matches will be played by the team at 8 aside that year
  • The opposition will also play 8 aside for that match.
  • The match, bowling and batting constraints are maintained
  • The league management secretary must be informed on or before the 30th April of that year that a club wishes to default to an 8 aside team.
  • No team will be allowed to switch from 11 to 8 or vice versa from the 1st May of the current season.

15.1.5      Awards

15.1.51     The winner of a league is the team with the highest points. In the event of tie the winner will be determined by the team with most wins, if still equal the result of the league match or if the match was not played there will be a tie.

16.1      Complaints and appeals

16.1.1     All complaints or appeals regarding the behaviour of member clubs or results should be submitted in writing to the Secretary from the nominated club contact.

16.1.2     The League Secretary must receive notice in writing by post within 7 days of the match.

16.1.3     The League Secretary will advice all interested parties in his or her opinion and ask them to provide written account of the events.

16.1.4     All written receipts of further evidence must be returned within 10 days.

16.1.5     The appeal or complaint will then heard at the next committee meeting. (see 2.2)

16.1.6     Any committee member who has an interest in the result of the appeal will be asked to withdraw from the committee meeting.

16.1.7     The decision of the committee will communicated in writing to all concerned parties

16.1.8     The decision of the committee will be final and there will be no further appeals.

 

17.0    Spirit of Cricket

17.1     At all times the spirit of cricket is paramount, although friendly competition should be encouraged.

17.2     All visiting sides and supporters should be made to feel welcome at the home club’s ground and should ensure they treat the home club’s facilities with respect.

17.3     All sides should treat their opposition with respect and fairness at all times, regardless of the match situation.

17.4     Individuals should be encouraged to enjoy the game and the company of both their colleagues and opposition.

17.5     Players should be dressed mainly in white, and clothing should be as clean as possible. Full safety equipment should be worn, including batting helmets.

17.6     The umpire’s decisions are to be accepted immediately and in good grace without adverse comment, with players encouraged to ‘walk’. Foul and abusive language will not be tolerated at any time.

17.7     Players should be encouraged to understand the Laws of Cricket.
